The planning system is Plan-led. In objecting to a planning application for a particular development, it is important to refer to planning policies. In that way, the objection is put in terms that the local planning authority's case officer, who will determine the application, can respond to. It is an understatement that contentious applications, whether for a small extension next door or for development on a much larger scale, can stir local feeling and this too can be used as part of the objection effort. It can sometimes be possible for the decision on an application to be taken out of the case officer's hands and referred to the planning committee of the council for determination.
