Making an application is, in a sense, a formality. What is important is having prepared the ground beforehand. The preparation that is actually needed, and the type of permission applied for, all turn on the circumstances of each case. For more minor development, an understanding of what may otherwise be 'permitted development' can be important. A 'permitted development' may represent a fallback i.e. as a permissible alternative development that can be used in aid of the planning case. For larger schemes, an understanding of the strengths, and sometimes the weaknesses, of planning policy and guidance at local and national level, is very important.
